Why does Bush not want Congress to recognize Armenian genocide when in 2000 he said otherwise?

Well,things have changed with Turkey being an ally against terrorism. He doesn't deny the genocide,it's just that the dems are bringing it up when it could alter relations with Turkey. So much for dems and diplomacy.
